TLDR : Answer Summary
Your friend is 7 days late for the online 90-day reporting. Since the online system typically requires submission 15 days prior to the due date and no later than the due date, it seems that they will need to file their 90-day report in person. Troubleshooting tips for the online system were also provided in the comments, but given the lateness in submission, a personal visit to the immigration office might now be necessary.

Not in Bangkok currently. She’s going to have to pay the fine. Unfortunate but that’s life.

My friend will go to extend her visa on the 20th, can she just pay the 90 day fine on the 20th and extend the visa afterwards?

Yes she can. The extension of stay is 1,900 THB, and the fine is 2K THB, so the total amount is 3,900 THB.

90 day date was 2nd of February. She’s sitting here with me trying to get it done! IO told her its still possible online up to 7 days late
Benjamin ******
@Robbie *********
In that case, she must go in person, TODAY, to file the 90 day report
Norman ******
The notification must be made within 15 days before or after 7 days the period of 90 days expires.

Assuming your friend is within the time frame (15 days prior up to the due date) I recommend your friend using the web portal. The address is

If the 90 day online report system does not work, AND you’re between the due date and 15 days prior to the due date, AND you already filed one 90 day report in person, there are some troubleshooting techniques you can use to try and get the system to work for you.

1. Make sure you’re filling in the information, and only the information, requested.

2. Make sure you are keying in the date and month correctly

3. Turn off any pop-up blockers

4. Turn off any auto-translate

5. Turn off any VPNs (Virtual Private Networks) that you may be using - including any data saving applications

6. If you’re using one of the applications, use the web-based system

7. If you’re using the web based system, try using a different browser and clear the cache.

8. Make sure your web browser isn’t automatically filling in the forms.

9. Make sure you aren’t confusing “O”(Oh) with “0” (zero)

10. If you’re keying your date manually, try using the drop-down date selection box

If the system still doesn’t work, then you may need to file it in person.
