TLDR : Answer Summary
Yes, crossing from Cambodia into Thailand by land will grant you a 60-day visa exempt entry stamp, provided you are eligible for it. There is currently no limit on the number of such entries you can make per calendar year, but each entry is ultimately at the discretion of the immigration officer.
They are pretty relaxed about it at the moment, but there is no guarantee that they let you in on exemption forever. It's always "up to the discretion of the IO".

Any entry regardless of how or where, if you don't have a visa and are eligible for visa exempt, will give you a 60 day entry stamp.
why are you going? If you have a valid re-entry permit they will stamp you back in on your current stamp. If you wait until the re-entry permit has expired you will get 60 days assuming you're entitled to visa exempt
