most Immigrations would not start a new 90-days period of the day you apply for the extenson if that day is outside of the 15 days limit within which you can report 90-days earlier than due date, but you can apply for the extension within the 7-days limit that is allowed to make a late 90-days report. So YES, you can do BOTH from April 1 onward until April 15. After April 15 you would have missed the 90-days report due date and could be fined

Considering you can do your extension up to 30 days in advance just do the extension at the same time as the 90 day report
