TLDR : Answer Summary
If you apply for a Non-O visa and it gets approved after you have already entered Thailand on a tourist visa, you will need to leave the country and re-enter. This is necessary to activate the Non-O visa you received after your arrival.
NON-O RETIREMENT VISA RESOURCES / SERVICES
  • Go to the Retirement Visa Section for information on requirements, including age restrictions, financial requirements, and necessary documentation.

Yes. You can only activate a visa issued by the embassy when entering Thailand. So if you received it after arrival you would need to leave and return.
