Hi. I'm on a 1 year extension based on being married to my husband on OA Retirement visa. I need to get a multiple re-entry permit. 

Do I have to apply in person or can my husband do it for me?

You have to apply go by yourself. You can also get a re-entry permit at the major international airport upon your international departure (not the flight, but the ticket(s) )
