Is it common for different embassies to request interviews or is I random and totally left up to their discretion.

in germany they do it now, sometimes

some do, some don't 🙂 the ones that do, want to make sure you're still in their country AND sometimes want you to show the bank balance on your mobile phone while you're there (Vientiane and Savannakhet do this) 🙂
