If it was shipped DDP that’s for the shipper to deal with.

If it was cleared as a formal entry, yes but that will be a time consuming and expensive process.

If it was cleared as an informal, not likely. Legally? Yes. In practise ? Nope.

it was DHL but they said Thai customs took the money so I need to talk to them.

that does not matter. If the shipment label has the code “DD”, Duty Tax Paid the you owe nothing. Period.

yes but eBay said there can't refund customs because they didn't collect it.
