What are the current customs requirements in Khon Kaen for packages sent from abroad?

Is there a customs office in Khon Kaen? I sent some clothing and bags of chips from America to myself via Shipito and got these emails from a DHL clearance support agent. Is this a new requirement because of covid?? Why can't I send them a signed photocopy of my passport? They also want me to list everything in the box and provide screenshots of the orders on the various websites I ordered them from. I did the exact same thing 3 years ago (ordered clothing and chips via Shipito and DHL) and didn't have to do any of this. I just paid the 30% customs fee in person upon delivery. What the hell?

TLDR : Answer Summary
The customs clearance process in Thailand has become stricter, possibly due to new regulations or enforcement post-COVID. Recent experiences shared by users indicate that customs may request detailed documentation for items sent via DHL, especially regarding food products. Shippers are often required to provide a list of contents, order confirmations, and a certified true copy of their passport for import registration, which has led to frustrations among recipients. Many suggest alternative shipping methods or using the regular mail service for less hassle. Overall, the experience with customs and shipping services such as DHL varies widely depending on item specifics and declared values.

so I just checked the customs regulations and it says if you use the broker service then customs only need to have a certified true copy of your passport to be registered as the importer. It is up to DHL to decide whether they, DHL, need to see your physical passport.

Ups is best

Yep DHL wanted to 'courier' my passport over to make a copy.....1000 bhat fee.

Ended up emailing them the copy, they still got me on a bunch more 'fees'.

Thailand post, wonderful, straight through with tracking and clear notifications all the way on the app

How did you convince them to let you send a copy of your passport via email? I talked to someone at the DHL call center and they said I can do this but when I told the DHL agent who wants me to send them my actual, physical passport they said it isn't true. I don't what else I can do. I told them I absolutely will not send them my passport and told them I cannot drive 3 hours to the nearest customs office to register and/or authorize DHL as my broker or whatever it is they want me to do. These are still my only options according to the DHL agent I'm dealing with...

That is very strange. I have recently imported several items into Thailand using DHL and they only ever requested a passport or ID card copy sent by email. Very professional service, even though I had heard horror stories but I encountered no such issues.

A lot depends on what you're importing. I've heard conflicting info about food and nutritional supplements. As I've imported several shipments worth recently, it turns out, there is no issue with these items. They can be legally imported without a license. I guess it depends on the quantity you are importing. If it exceeds a certain arbitrary amount, then they might want to see some kind of FDA license. But for small shipments...no issue.

Now i remeber, i called the city office, they took the email copy and they mailed it internally to the clearance agent.

Look up the head office and politly ask for help as they seem a bit better at customer service

Did you have to fill out and send them a form for authorizing DHL as your broker? They said I have to fill out a form which she only referred to as "ภพ 20." I have no idea what it is, what it's called in English, or where I can get it. It translates to "world 20." The agent at the DHL call center (which the clearance agent told me to call to request information about the form) didn't know what I was talking about.
Richard ***********
@Jake ******
The form is the one required to register you as the “importer of record”. Until you register, neither you nor DHL on your behalf, can make any Formal declaration to customs.
Richard ***********
Again note the way the shipment is handled is totally dependent on exactly how the goods are described on the paperwork. DHL and Customs systems look for key words which may or may not raise a flag in the system that the shipment should be put “on hold” for some reason. But also if the declared value is greater than 40,000 bht it must be declared Formally, although I assume this is not your case. No one has actually looked at the goods yet.

Thank you very much. I'll call them on Monday and ask if they can take over the case. I've had enough of this moron I've been dealing with...

Once you sent them the copy of your passport, how long did it take for the process to be completed and for the package to be cleared from customs? Did you have to send a copy of your visa and arrival card as well?

I hate dhl in Thailand.. I now get my buzzers sent by FedEx... And cheaper import tax
Richard ***********
it all depends on how the items were described on the paperwork. Eg If the keyword “food” pops up, it may be flagged. The contents will not have been inspected yet.

Never had issues with DHL for food supplements. Just recently imported a couple of shipments from the USA. However, I chose to put the shipments in my wife's name and send copies of her ID.

Food items may be different but I don't see the issue with importing a bag of chips.

Its normal

I’ve always had problems with DHL. There are far better services for shipping to Thailand. Fed Ex or the USPS will do a better job IMO.
Paul *******
I haven't had issues with DHL but is Fedex really more efficient? USPS is good. But you might still have to go to the central Post office or use an agent if they want you to pay import duties and do an inspection. Aside from the waiting in the queue, it's a fast process.
Richard ***********
food is a restricted item, but that does not mean customs will always spot it. initially what you said on the airwaybill and the commercial invoice will determine what customs will do at paper screening time ( viewed by customs as data and images submitted by DHL). If customs spot it, then your shipment becomes formal and you need to register etc. as a importer and provide any missing details sufficient for customs to assess if a food and drug administration license is needed. Once this happens DHL can do nothing but comply with the regulations and send the shipment down the formal chsnnel. your shipment is on hold and may be inspected once the required formal paperwork is submitted electronically by DHL.

DHL is a rip off. I went and registered at the office. Keep your original passport!

What exactly did you have to do and how long did it take? If I do this (and it sounds like I might have to), what do I tell the people at the customs office? That I need to register with customs so I can get a package cleared? What is this process called?
John *********
@Jake ******
just go to the office with your passport and they will tell you what they want.

There are a number of items that require special criteria to be met in order to allow their customs clearance into Thailand. Foodstuffs is one of them.
Joshua **********
Its the food (chips) that they have pulled it up on ,on most postal sites at this time have food listed as restricted and/or banned without a cert of some kind .i think they are trying to get you to admit that you have tried to import food by you listing the items so they can fine you for not having the cert im guessing ?

Yeah. I always have stuff shipped in using the sending country’s mail service.

So far from usa and Australia no issues.

I had to pay my 1st import tax on the last parcel from oz. no issues.

I order from amazon usa. I pay amazon the import tax. It arrives in 5 days. Last order amazon refunded
***
the import duties! (If it is less the refund. More, they eat it)

Stuff from friends in usa get in for free. (Usps) declared value is low.

Never us DHL ( or UPS...but dhl is worse)

You are being extorted - plain and simple

Had the same experience for a parcel I sent to

Myself from Australia when I went back for a few weeks, the costs to get it were stupid so they sent it back to aus, I also had to go to customers here in Thailand with original passport..... very frustrating. 😀

I had the same thing happen when I ordered a battery from overseas... I determined it was not worth the hassle to get licensed as an importer/exporter to save six dollars over ordering locally... Amazon seems to have a good system worked out that is pretty smooth, so if you really need something, and it qualifies for shipment to Thailand, that may be an available option in the future. As stated above, how it is shipped and what is on the waybill will determine how customs wants to handle it.
Olivier *********
DHL is the worse service and support shipping company. USPS might be slower but better. Speaking by experience. Sorry for your trouble though.
Paul *******
USPS can be very fast. Just received something sent from Alaska which took only 3-4 days to arrive. Had to pay import duties at the Post office but all was quick and easy.
Daniel ************
totally normal - you need to pay them and let them do it - otherwise it will go back or you pay storage - cause you dont have the license -

I‘m guessing it’s more of how it was sent from the US, if they declared what inside or not. My family sent stuff to me through DHL and regular post office mail, things were fine. I didn’t have any problems.
