I have a DTV. I need to get my personal belongings out of storage from a middle eastern country that I lived in five years ago (long story). As I am not a citizen of either that country or Thailand, I am wondering how this works. All used stuff, some electronics, and some musical instruments that have some value. Does anyone have any idea how this works? Is there duty on used personal belongings? Customs clearance fees, that sort of thing?
Answer summary
When importing used personal belongings into Thailand, including electronics and musical instruments, customs regulations apply. Typically, all personal imports are subject to import taxes and service fees, which can be substantial. For instance, import tax on clothing can be as high as 39.1% (30% duty plus 7% VAT), and while electronics might not incur duty, a 7% VAT still applies. It's advisable to either fly with your belongings or sell them rather than ship, as the customs process can be complicated and costly. Custom agents often charge based on the value of the shipment, and undervaluing items can lead to challenges. Some users recommend hiring a customs agent for a clearer understanding of fees and processes.

I had endless trouble yrs back bringing personal effects all second hand, they stop the movement and agents had to negotiate the tax, managed to cut it by 50% but had to then use their transport and pay a fee obviously. From experience I would google an agent, give them description and value and ask about the tax, they have first hand knowledge

My advise is what you cannot fly with sell. I movee items over many many years ago and it was a ballache getting all the paperwork, Bill of Laden etc done.

I sent a parcel over from the UK with a few belongings in it, just clothes and footwear mostly. They charged me 37% total tax on it.

New?

no, it was all my used clothing items. They inspected the parcel at the airport with me there then decided what to charge me. I would suggest using a courier service and marking the value down which is ok considering it is all used items.

it doesn't matter if it's new or second hand, it's all subject to tax. 37% is the rate on clothing, actually technically it's 30%+7% VAT so more like 39.1% as you pay the VAT on the duty as well.

Clothes are actually one of the worst things to import as the duty is very high. There is no duty on most electronics, but it depends what exactly it is. Still have 7% VAT.

VAT is the same for everything, it's 7%.

The duty varies. Most common if something has duty is 10%, so if something is valued at 100 + 10% = 110 + 7% VAT = 117.7.

You can look up duty in the tariff database. It generally gives an ad valorem rate of 40% but actual duty is lower than this. You need to select "General Rate Section 12" to get the actual rate. This is often 10% or duty exempted.

Some specific things may require an import license, which can further complicate things.

The reality is somewhere between people saying it's impossible and possible. It's not always that expensive. But it's not necessarily easy either.

With secondhand stuff you can run into the whole question of valuation. It's easier with new stuff. If you are asked to prove a value for something, what can you do? And this is where it gets into "they make it up".

But clothes are one of the worst things you can import, it's maybe counter-intuitive, you might not think the duty would be much higher on your old pair of jeans and zero on an expensive laptop, but that is actually the reality.

That's interesting. I can throw the clothes overboard. Do you know what VAT is for musical instruments?

All personal imports are subject to import taxes and service fees. That's not cheap. The only exception is for work permit holders during the first few months of their stay. I wouldn’t recommend importing these unless they have significant personal value or packing them in your luggage instead.

They did not even open the package. They assess it from the deacription.Yiu need to research about this and not only in this group. Thai customs are notorious. It not like moving to other countries like when I moved with my company between UK and Singapore and Belgium.

How did customs assess the value?

@Trevor ********
They will block it and ask you to contact an agent for customs clearance, who will ask you to prove the value of your belongings. In some cases, customs may estimate the value themselves but that won’t be in your favor. There are numerous posts on other groups about why it is a bad idea to try that for low value belongings.

I have imported stuff in and out of many countries, including China, one of the most difficult. I know they want a detailed list.

Much obliged if anyone else has info on the procedure and average fees for personal belongings.

No idea that's not my job but you'll need much more details than that to import it. Good luck.

so for example value of a shipment of used personal belongings consisting of musical instruments, consumer electronics and clothing totaling about $4000 USD

It depends on the type and value of your belongings, the size of the shipment and their service. My best advice, forget about it. Sell them and buy them again.
