Does anyone know if you can change from a non b to a tourist visa in the country? Or from a non b to a dependant spouse visa?
I have a friend who's contract will end in a few months but her husband will still be working until mid 2021.

No. If your friend needs an additional 60 days, AND the last day of employment is before January 30, your friend can get a 60 day extension of stay due to unable to travel because of COVID-19.

No you cannot change from a Non B to Tourist Visa inside Thailand.
