My pal had to take their English test for a visa and they charged him a fortune. The alternative was going back to home country to get documentation from Uni. His undergrad and Masters were taught in English. He worked for a British company in Singapore for 10 years where the everyday language was English. It was easier and less hassle just to pay for the English test.
oh yes, know very well the rackets that are VFS and TLS and their sweetheart concessions with many foreign ministries around the world to be the *gatekeepers to process visa applications, whether Schengen or otherwise
