TLDR : Answer Summary
The retirement visa in Thailand is work restricted, meaning that if someone wishes to obtain a work permit, they must transition off the retirement visa and apply for a new NON-B visa.

retirement visa and extensions is work restricted. If you want a work permit you would have to get off of the retirement visa/extension and then apply for a new non-B visa.
