Can my wife obtain a re-entry permit at Don Muang Airport with a Non LA visa and an expiring work permit?

Hi all, My wife is from Myanmar & holding the Non LA (Labour Approved) visa, which valid until April 2019 and her work permit is valid until March 30. we need to urgently go to Myanmar and we went to get the re-entry permit at immigration office on March 9, the officer deny the re-entry permit because that work permit is Valid until March 30. Some people recommend to do at Don Muang Airport. would it be possible to get the re-entry permit at airport for this case? Thanks.
