Can I submit a Non-Immigrant Visa (O) retirement e-visa request before my current visa expires?

I'm out of Thailand. I will be back on September 10. I have a retirement visa valid until July 22.

I prepared a Non-Immigrant Visa(O) retirement purposed e-visa request ready to be submitted, including bank statements for the last three months.

Should I wait until July 23 to submit it or I can proceed right now? Asking because I'm not sure if the current valid visa can "interfere" with the new one for which I'm applying.

The active visa is 1 year, so an extension is not an option. Correct?
