I wonder: if the 90th day falls on Sunday, is it possible to walk in the immigration office on Monday without incurring a 2,000 baht fine?

Sounds like you applied online too late as the online window for applications has been recently reduced to 15 days before the due date until 7 days before. Once you get within one week of the due date you report in person (unless you get lucky online) so be prepared.

You will be fined if you go later than this window.
The day of the week doesn't affect this 3 weeks as it is 3-week's period already.
