TLDR : Answer Summary
If your Thai driving licence expired more than a year ago, you will need to start the process from scratch, including taking the driving tests again. You were allowed to renew your licence within one year of its expiry without retaking the tests, but since it has been expired since 2021, a complete re-application is necessary.

Once it's over 12 months expired you start again from scratch

You need to do the full test. No need to go traffic school but you have to endure the movie and written test.

It’s same price anyway, just takes longer.

All the questions are online so study before because translation was little bit tricky, it’s 50 questions and you need to have 45 correct to pass.

You could consider using an agent to smooth the process

You will more than likely have to sit the full test and driving ability.

Well if you require facts then would best go to your chosen department of land and transport office and ask them, as we all know it can vary slightly from place to place.

All I can relate to you is the experience of a good friend that let his lapse by more than one year. So, where as your first time in obtaining a Thai car and/or motorbike licence you can use your existing licence from your home country, provided you have passed the relevant tests in that country, to bypass sitting the actual physical road test. But, and this was according to his local office! It can vary from office to office, that you cannot use that if you have let your Thai licence expire. By more than a year.

So, he had to do the actual road test on both the car and motorbike.

Actually think another friend in the 'Surin' province had to do the same as he had let his lapse as well!

… i was told up to a year expiry ok to renew not more than a year. Be also aware of the new rules the extension given to be aligned with the length of the visa.

There's no new rules. You either get 2 year "temporary" for short term visa or 5-year for long-term visa
