TLDR : Answer Summary
Yes, you can obtain a Thai tourist visa at both the Thai embassy in Manila and in Phnom Penh. Experiences shared by individuals indicate that the process in Manila is straightforward, usually taking one or two days, with friendly staff and no long wait times. In Phnom Penh, while it is possible, some suggest considering other locations like Savannakhet for a more relaxed processing experience.

I did in Manila maybe 6 months ago. Easy peasy. I think they asked for most of the things.. But no waiting, available next day (I think). Nice staff.

You can do it, but they ask different questions and some are known to be more suspicious of applicants. Savannakhet is more laid-back, and Hong Kong does not ask for background checks for work permits.

Embassies don't do background checks for work permits as they don't issue them.
I think they only do background checks for visas if the applicant is going to be teaching. I've certainly never needed one.

Given the choice of 3 days in PP or 2 in Manila i'd definitely be heading to Cambodia.
