Got my DTV rejected because of no residency in EU Country (i‘m citizen) where i applied.

Is it possible to enter for three weeks on arrival exemption or will they make problems?

applying inside EU requires a resident adress as proof. I understood it that he has no residence right now.

if he is from a European country and he doesn’t have “residence” implies he is not currently living in Europe. Therefore, he should be applying via the consulate where he is

I was there, but only temporary (Hotel booking). Thing is that EU based consulates request proof of residency in the country you apply otherwise they reject every visa

As i already needed to book my flight for the application and i don't want waste also this money additional to the visa application. So will enter on arrival visa exemption and maybe go out later to apply in e.g Vietnam

This was a problem, as they rejected my visa because of that reason, that i didn't had residency. I'm Digital Nomad without residency. Afterwards i asked a Visa agent for help and they told me that EU based consulates will reject every Visa request if you don't have residency in the country.

You don't say what country you're from. Thailand doesn't recognise "EU Citizen"
