TLDR : Answer Summary
You can depart on the 15th day of your Visa On Arrival in Thailand. The day you arrive counts as day 1, and you have until 11:59 PM on the 15th day to exit the country as long as you complete your immigration procedures before that time.

The day you arrive is day 1. You can leave on day 15. The time you leave is counted as when you cross immigration on your way out of the country.

Thanks for the info.

The Thai consulate in my country advised me that my departure should be “before 15th day” which confused me.

Planning to depart on the 15th day if it’s okay.
