I come to thailand and want to convert my 30 days to visa o/a and then extension pension, is that possible via Thai Visa centre? And is that legal?

check the local immigration office where you will be living, things do differ a little bit from office to office. Good that you already have an account with a Thai bank, one less thing to do.
basically the main difference is the OA is applied for in your own country and health insurance is required, now it is 3 million baht worth of coverage. The O visa can be applied for either in your own country or in Thailand, and does not require health insurance.

You can only get an OA visa in your home country.
You can apply for an O visa for retirement in Thailand though.
