Entered Thailand May. Received 30 day extension (in country) until July 23. Departed Thailand July 22, returned to Thailand July 25. Stamp eligible until 23 Aug. May I apply IN COUNTRY for another 30 day extension?

Each tourist entry (tourist visa or visa exempt) is eligible for a 30 day extension. So if you haven't done one after your most recent entry into Thailand, you are eligible to apply for another extension.
