- No, this is from the HCMC consulate page. It lists which provinces fall under them. So you can stay in DaNang, but you apply via HCMC. If you go to the embassy’s website in Hanoi, it will list other provinces, in the north. You need to be in one of those provinces to apply via the Hanoi embassy.

You apply via the jurisdiction where you are located. Vietnam is broken into two parts, so you apply via the embassy/consulate associated with where you are
