TLDR : Answer Summary
You can apply for the Retirement visa (non-immigrant OA visa) on your own without needing an agency. The application process is manageable, and the forms are not overly complicated. If you are applying from your home country, you can obtain a one-year multiple entry visa which allows you to stay in Thailand for one year each time you enter. There is no limit on how long you can stay outside of Thailand; however, ensure you enter before the visa's 'valid until' date.

There is no limit to how long you stay OUT of Thailand. Your visa will have a “valid until “ date which means you have to enter by that date.

If you are in your home country you can apply for the non immigrant OA visa. This gives you one year of multiple entry to Thailand and each time you enter you get admitted for 1 year. If you enter just before it expires you get another year stamped but it is not multiple entry. You can get a reentry stamp so effective for nearly 2 years. If applying at a nearby consulate you buy the non O visa based on being over 50 which gives you 90 days. In Thailand subject to having

As long as you meet the financial requirements and have the police check and medical certificate then yes you could.

if I am going back to the States every two years then I could apply for the non-immigrant o a Visa each time. Is that correct?

well put. I’m always amazed at how ignorant many are re getting the almost 2 years if the visa is obtained in your home country.
