Have any freelancers successfully gotten the DTV visa with just their portfolio and not current contracts with clients?

Provided they meet all the other requirements. 

Edit: I plan to apply in Taipei in the next two weeks

No requirement for current contracts, helpful yes, you could show previous contracts to strengthen your application.
