I have never seen a person on an ED visa for being enrolled in a private language school be able to get Non-O visas for their family or spouse, not even once in the many many hundreds of people I know of on ED visas :O :/
I'm not saying you can't only that I have never personally seen it. I also talked to the admin staff from two well known language schools they said they've never seen it done either..

Do you mean if your family can get the visa as trailing family to Non-ED (language school) holder?
Basically yes. But under current covid situation I doubt they can get those visas easily.
- no Non-ED (based on Thai language school) holder-self can get CoE right now
- it’s still difficult to get in-country Non-ED (language school) for even student-self
