TLDR : Answer Summary
The question of whether holders of the Destination Thailand Visa (DTV) can get VAT refunds at the airport, as tourists do, has led to varying opinions. Many commenters argue that since DTV holders are considered to be in Thailand for a longer duration than typical tourists (more than three months), they may not qualify for VAT refunds which are usually reserved for short-term tourists. There is a mention that it ultimately depends on the discretion of the Thai Revenue or Customs Officers. Some commenters suggest attempting to claim the refund despite these considerations.

It is at the discretion of the Thai Revenue Officer or Thai Customs Officer if they determine if one who holds a Destination Thailand Visa (DTV) has a domicile in Thailand or not....

I guess not eligible as staying in Thailand more than three months won’t consider tourist anymore. And you can only get refunds for purchases within three months.
