Hi everyone! Has anyone recently applied for the Destination Thailand Visa (DTV) through the Royal Thai Consulate in Osaka while staying in Japan as a tourist (on a Temporary Visitor visa stamp)?

The official guideline PDF from the consulate states that non-Japanese applicants need to upload a valid residence card (Zairyu Card). However, I heard that some Thai consulates in Japan accept the tourist entry stamp + flight tickets as proof of current location instead.

Can anyone confirm if Osaka currently approves DTV visas for non-residents/tourists, or do they strictly require the residence card? I would highly appreciate any recent DP (data points) from the last few weeks/months. Thanks!
