TLDR : Answer Summary
An Australian visiting Thailand on November 3rd for 21 days cannot obtain a visa on arrival. Instead, they are eligible for a visa exemption which allows entry for 45 days without a visa. Current vaccination status is not a factor in this entry procedure.

As an Australian you can’t get visa on arrival. However you may enter visa exempt. Currently you’d get stamped in for 45 days for free.

Vaccination status is irrelevant these days.
