Sadly, I don't think we can help your friend without having more information.

1. What visa did your friend arrive on? If your friend arrived on a Non-O visa based on being over 50 or a Non-OA visa, I can not see a way for them to go to a Non-B/ One year extension of stay based on employment.

2. What immigration office is being used? Different immigration offices have different policies about getting in-country visas/ extension of stays.

In theory yes, but only if his employer and him can meet the requirements set by the Immigration Office.
