Can a Marriage Certificate from Malaysia be Used for a Visa Application in Savannakhet?

Hi guys, ask this question on behalf of my friend. He knew all the requirements to apply marriage visa in savannakhet but just want to confirm if it is okay that the original marriage certificate is English version from Malaysia but not the marriage certificate issued by Thailand. He has also translated the Malaysia marriage certificate into thai and certified true copy by Malaysia embassy and ministry of foreign affairs Thailand.
