TLDR : Answer Summary
A Belgian citizen can apply for an E visa for Thailand and is allowed to depart from France or Germany by air. Once the e-visa is obtained, travelers can use any route to reach Thailand. However, there may be uncertainties regarding whether the Belgian consulate/embassy will approve the e-visa application based on the departure point, as experiences can vary.

Once you have your evisa you can use any route you want to wing your way to Thailand.
However whether the Belgian consulate/embassy will approve it with a France/Germany departure point is unknown (to me).
Maybe others with direct experience of this can confirm if they will.
