TLDR : Answer Summary
The 90 day reporting for foreigners in Bangkok can no longer be done at Chaengwattana. It must now be done at the Muang Thong Thani Immigration Office.

Nope, they cannot.

In Bangkok you go to the Muang Thong Thani Immigration office for 90 day reporting.
