Regarding the 500K that is in the bank account in order to qualify for the visa, are there any restrictions as to when / if this can be withdrawn ?

You can withdraw it as soon as the visa is issued if you like. Currently, the only time you would need to show it again is if you apply for an extension at an Immigration Office in Thailand
