TLDR : Answer Summary
During the early days of the COVID-19 pandemic, there was uncertainty about park openings in Bangkok. While one comment indicated that Lumpini Park remained open with certain restrictions, another stated that all parks would be closed starting from April 2nd, 2020. Therefore, it appears that access to parks like Suan Luang may have been affected by these restrictions.

Lumpini Park is open although the playgrounds are not. Still pretty busy with joggers, walkers and cyclists - most of whom are social-distancing!

Parks aren’t on the list of closures, but don’t want to go 16km and find it closed.
