What are the financial requirements for a Non O (spouse) Visa application at the Thai Consulate in Australia?

Has anyone applied for a Non O (spouse) Visa in Australia? The Consulate in Melbourne are telling me I need $8,000 AUD, but from what I can see on the application form, this is for a Multi Entry Tourist Visa. For a Non Immigrant Visa it states 20,000 THB per person, or 40,000 THB per family. Confusion reigns!
