It just seems that the Thai authorities keep asking for the same requirements but just in different forms....surely one would suffice

I don't think it's safe to assume that at all.

TDAC is just turning a paper form that's been used for decades into a digital form.

ETA is getting approval to travel and enter Thailand if you've not already been approved with a visa.

Also it will be the way they collect the 300 baht tourist tax they've been talking about for YEARS.

It's also going to be the way they let visa exempt people start to use automated entry gates instead of talking to immigration officers.

I think it'll happen, but it'll take longer than they planned.
