Will the Ban Phu Nam Ron Border Open for Crossing on December 31, 2019?

Wonder if Ban phu nam ron border in Kanchanaburi will open for crossing as normal on 31 Dec 2019? My friend needs the second VE of the year. 

I heard from a Thai visa run agent that the border will open as usual BUT there won’t be any government staff working there on that day since it’s holiday. 

For me it doesn’t make any sense but I’d love to hear from you guys here.
