If you leave Thailand without canceling your education visa in Phuket (1st year) & return on Tourist visa.
Will you have any problem getting your 2nd education visa in Hua Hin?
I believed by exiting Thailand, the current visa cancels but then I heard it doesn't unless you cancel it so just looking for clarification.

If you were on an extension then you were required to cancel that with documents from your school. You likely won't be able to get any new long term visa or extension until you do cancel it, and when you go to cancel it, they will charge you 500 baht per day for failing to do so, up to a maximum of 20,000 baht.
If you were only on the initial 90 day visa, then visas cannot be cancelled and you shouldn't have any issues.
