TLDR : Answer Summary
In Thailand, the certification of documents like marriage certificates can depend on various factors, including whether the documents were issued in Thailand or abroad. If applying for a visa at a Thai consulate, a foreign marriage certificate does not typically require certification, whereas documents presented at immigration might need to be translated and certified by the Ministry of Foreign Affairs. Concerning bank account balance letters, the process can vary by branch, with some banks issuing them immediately while others may take 1-2 days.
If you're getting the visa at a thai consulate you can use either the thai of a foreign marriage certificate and no one needs the house book certified by anyone.
If you were married abroad and are getting the visa from the thai immigration office you'd need to get the marriage certificate translated and certified as an accurate translation by the ministry of foreign affairs office

Where abouts are you ? It would prompt a member in your area to give a location. I can give you Udon Thani but no good if you are far away

My verified docs were accepted by the Ministry of Foreign Affairs, no issue.
If your documents are translated by a recognised office they can seal and verify (that's what I did in Udon Thani and they were accepted) regards to the bank, that depends on your branch, some will do the same day, some will be 1-2 days. My bank do it there and then.
