When Can I Pick Up My 90 Day ME Spouse Visa Application in Savannakhet?

If I go to Savannakhet and drop off my application and cash for a 90 day ME spouse visa on Friday the 20th, when can I pick it up? Saturday afternoon, or Monday afternoon? 

Can I the stay in Laos a few days  and reenter  Thailand at Vang Tao/Chong Mek ?
