If your visa has not been approved before you travel, you can fly into Thailand on visa-exempt using pre-booked flight ticket. Then you can go for border-bounce to enter Thailand again this time on your newly approved visa ("activate" your unused visa) once your eVisa PDF arrives.
You may have to check with your airline if you'd be required to show an onward travel ticket (wouldn't have to be a "return" ticket) to board. But it's between you and your air carrier to Thailand.
