What is the processing time for a 6-month tourist visa to Thailand and can it be done outside of one's home country?

Does it take 15 days max to process a 6 month tourist visa? Does the process take longer outside home country? If one is not financially able to go to a near by country (hotel, food, processing fee, flight) the best would be to return to country of origin before last run?
