TLDR : Answer Summary
The user is confused about the application process for a Non-OA retirement visa in Thailand, mistakenly thinking they need to register with the BOI. Comments clarify that the BOI handles LTR visas, and the Non-OA visa should be applied for at a Royal Thai embassy in the user's home country or country of residence, not through the BOI.

BOI is completely separate from Thai immigration. If you qualify for LTR as wealthy retiree, use the BOI site. If applying for OA in your home country, use Royal Thai embassy site in your country

BOI look after the LTR visas. The Non OA visa can only be applied for in your home country or country of residence.
