You're highly unlikely to get anyone to answer the 1178 immigration hotline. For standard questions I always use 1111 the regular gov't hotline. They're super, will find out the answer and call you back too (y)
I have a list of numbers for the different sections out at Chaengwattana, but even they don't always get answered.
If you go to the immigration website and use the drop down menu under "checkpoints" you can sometimes get a number someone will answer :/
