It depends where you get your tourist visa from. Some embassies or consulates will not give you two visas in a year. If you apply via say the evisa system in your home country first and then later in person at a nearby consulate then probably not an issue.

You can get a Tourist Visa as many times as the Embassy will issue you one. The only "twice a year" rule regarding entry to Thailand is using the Visa Exempt method by land border.
