TLDR : Answer Summary
A Greek father of a Thai child can apply for a 90-day single entry Non-O visa at a Thai consulate based on his legal recognition as the father. After entering Thailand, he can then apply for a one-year extension of stay for being a legal father to a half-Thai child. He will need to demonstrate financial stability by showing 400,000 baht in a Thai bank account or proving a monthly income of 40,000 baht, along with necessary documentation.

he can go to a thai consulate in another country and get a 90 day single entry Non-O visa based on having his name on the birth certificate. Then once he's in the country on his 90 day stamp he can go to the immigration office and apply for a one year extension of stay based on being the legal father of and raising a half thai child. he would show 400K baht in a thai bank account in his name OR show 40K baht a month in income with a letter from his consulate here in thailand.

IF he had the child out of wedlock it doesn't matter if his name is on the birth certificate OR that he has a passport from his country for the child he'd have to go thru family court here in thailand to get recognized as the legal father and get granted parental rights/
