All applications for Chinese visas are handled through their official website:

You submitted your application online. Then an officer will review it. If it's okay, then, you will have to physically go to their office and submit your passport. This is also when you are going to pay the visa fees

PS: "Online review completed" DOESN'T mean that your visa is approved. You will know the results when you will physically retrieve your passport.
