What? All visas are done online now. There is no relinquishing your passport to anyone. The visa arrives by e-mail.

Why not check out the requirements online? Both the Thai embassy and the consulate in Vientiane have websites.Go for the consulate.

You'll need copies of bank statements with proof of funds as required for the Non-O you will be applying for. Is it retirement or marriage? Check the Embassy for their specific requirements.
