1 or 2 companies, you are talking about private scalpers it seems. The actual normal buses and VIP buses are running as normal and as Garrett and Kool Breez say, a lot cheaper

the actual VIP buses, not minivans, is bt270 to the ferry going to Koh Chang island. You make it obvious that the KhaoSan rip-off agents are in operation again.

bus is 1000 baht everywhere leaves 5am far too early

you take the bus to Trat, that leaves every 2 hours, then numerous forms of transportation for the 30 minute ride to the Koh Chang ferry. Total cost under bt450, and that is including the ferry crossing fee. Koh Chang is one of the most popular getaways for Thais in Bangkok, even now during covid. Don't believe everything you're told by people on KhaoSan Road. The last ferry runs at 6:30pm, and it is a little over 5 hours from Bangkok, so leave accordingly. Your friend doesn't know actually.
