How to get a following / dependent visa?

My situation:

* My wife has a Non-O Retirement visa.

* I'm currently in Thailand - entered October 2021 on a Tourist waiver, with COVID extensions since then.

What are my options and costs?

* To convert to a retirement following within Thailand?

* Which nearby embassy / consulate does it outside Thailand?
